As the Head of the Farm Program Services function, Bill provides farmers and ranchers with guidance and advice regarding USDA rules and regulations governing federal farm programs. An Attorney at Law, he specializes in providing strategic advice on USDA farm programs, legislative guidance, farm bill monitoring and farm financial solutions, helping clients capture opportunities and avoid potential pitfalls.
Bill spent 8 years of his distinguished career working for the USDA where he implemented and administered Federal Farm Programs and policies across the nation. He was responsible for programs such as Disaster Assistance, Payment Eligibility and Limitation, and Conservation Programs. He served as the resource person for the agricultural community including farmers, producer groups, agribusinesses, members of Congress and other groups within USDA.
Today as the leader of the Farm Program Services group, Bill uses his unique expertise and insight to help farmers navigate the program changes that impact their business and their bottom line. He has a passion for education and has been a regular speaker at the American Agricultural Law Association and at other information meetings where he speaks on Federal Farm Program issues. Bill Penn has spent over 37 years of his life enriching, protecting, and serving the legacy of American agriculture.
